lets say he was 12 years old and used the details to buy a book/ or video game for a low amount (£10-£20), what would happen to him and his family?

A fine, or possibly a referral order (more on the link) http://www.yjb.gov.uk/en-gb/yjs/SentencesOrdersandAgreements/ReferralOrder/ and a compensation order for the amount stolen.

There is a possibility that as this is a first offence, the court might give him a conditional discharge.
